News from the swampland

Charleston:
Tourists, college students and others new to the area stranded by the high waters at the corner of Rutledge Avenue and Calhoun Streets were all asking the same plaintive question: "Is it like this very often?"
Apparently only when it rains:
The root of the problem is no secret. Much of the city's antiquated drainage system is inadequate, one of the worst trouble areas is located on a former lake and there are times when the system simply is overwhelmed.
A lake? Must have sounded like a good idea at the time: why not drain all that water to where it's already wet!
