Bush called Leavitt a great environmental steward during his term as Utah's governor. I'm sure that there's some birds out there that can speak to his "Legacy." But that's all in the past, now says Leavitt:

"I feel a real sense of understandable regret" about leaving EPA.

So many estuaries to build highways over, so little time!
