News helicopters

I realize that a story about a 13 year old refugee boy beaten half to death on the streets of Philadelphia is a serious news story that deserves all the attention and respect it can get. But is it really necessary to send a helicopter out to come within 50' of surrounding buildings and interfere with Lifeflight helicopter traffic when the boy is actually inside CHOP?
