So, instead of allowing the most environmentally responsible companies to operate there and increase our domestic supply, China, who has a dismal environmental record, is sucking close, lucrative oil reserves dry!

You confused the heck out of me with this post. I was ready to scream at Sessions (AL) over this, and then looked at the voting and got more confused.
You might want to point out that the bill (vote 170) was to kill the use of funds to drill in violation of the moritoriam. So voting NAY is a good thing.

While you're so quick to pin this on Democrats: the amendment was presented by Adam Putnam, a Florida REPUBLICAN from District 12. On top of that, ALL but 2 of the Florida Republicans voted YES.
Operation drill, all quiet on the Western Front
But Florida has a tourism industry and isn't all that keen on oil rigs jeopardizing that, even if it means allowing Cuba to take some of "our" oil. Hence the moratorium and opposition to illegal funding of drilling in that area. No matter, according to the drill-masters we need to drill regardless of where and how, hence the following map:

Except, of course that most of the red "NO" indicates where "NO" oil is to be found.
