Why February?

Did they actually want Measure 30 to fail? We rarely have enough voter turnout to begin with, and February is a bad time. I'll miss Oregon's ballot measures, voter's pamphlet and vote-by-mail when I'm in Pennsylvania. On the other hand, I'll probably be there long enough to have a chance to vote against Rick Santorum!
