Effective immediately, but they don't know how to enforce it yet? This sounds like New York years ago, when people still smoked "at the bar" even though they weren't supposed to. I've always understood how California could take such drastic measures: people generally survive standing outside anytime there...but the Northeast? Boston is the same way. Will DC follow?
